Budderfly, an Energy-as-a-Service company with more than 9,000 customer locations nationwide, today announced it will make $500 million in project capital available to help small- and medium-sized U.S. municipalities modernize energy infrastructure.

Budderfly’s Modernizing American Cities program is designed to help municipalities upgrade energy infrastructure without taking on debt or drawing on existing capital budgets. Budderfly’s Energy-as-a-Service model is designed to finance, deploy, own, operate and maintain energy systems; municipalities would pay over time through energy savings rather than depend on grants or capital-budget spending.

To deliver these energy infrastructure improvements, Budderfly is teaming with Schneider Electric, a global energy technology leader in electrification, automation and digitalization. Schneider Electric’s energy management and automation technologies will help integrate and manage the systems, improve energy performance and support the resilience of essential public services.

The announcement is being made in conjunction with the International City/County Management Association’s annual conference, taking place this week in Long Beach, California.

“Cities are being asked to modernize aging facilities while electricity costs rise and budgets remain tight,” said Al Subbloie, CEO of Budderfly. “The question is how to get that work underway. With this $500 million commitment, we aim to help cities and communities modernize their energy infrastructure without requiring them to take on upfront capital costs.”

Budderfly and Schneider Electric will work with local leaders to identify, prioritize and implement projects that strengthen the resilience of essential services, make energy costs more predictable and support sustainability goals. Depending on local needs, projects could include solar, battery storage, EV charging infrastructure, HVAC and lighting, and technology to monitor and optimize energy performance.

“When a city upgrades a facility, saving energy is only part of the job. A wastewater plant or city hall also has to serve residents when conditions get tough,” said Michele Hix, Vice President, Strategic Customers, North America Operations, Schneider Electric. “Budderfly’s model helps cities move forward without drawing on limited capital budgets. Schneider Electric brings the energy management and automation technology to integrate those systems and optimize their performance, helping communities use energy more efficiently and support the reliability of essential services.”

Cities face pressure to modernize aging facilities as electricity costs rise and budgets tighten. According to the U.S. Energy Information Administration, average commercial electricity prices rose about 6% nationally in the first seven months of 2026 compared with the same period in 2025, with increases of 20% or more in Ohio, Virginia and Maryland. The National League of Cities reports that 90% of surveyed cities with growing infrastructure needs also reported a negative impact on their budgets.

The program builds on Budderfly and Schneider Electric’s work with the City of Cadillac, Michigan. Budderfly is investing approximately $4.4 million to upgrade energy systems across seven municipal facilities, including city hall and the wastewater treatment plant. The project includes solar, battery storage, upgraded HVAC and lighting, EV charging infrastructure and integrated microgrid capabilities designed to help maintain essential services during grid outages. Schneider Electric’s electrical hardware and intelligent controls will integrate the systems and enable monitoring, control and optimization across the facilities, helping improve energy performance and support the resilience of essential municipal services. Cadillac is paying for the project through operational savings, with no upfront taxpayer cost.

“Our project with Budderfly and Schneider is about taking a smarter, more resilient approach to serving our community,” said Marcus Peccia, City Manager, City of Cadillac. “We’re able to modernize critical infrastructure, strengthen the reliability of services residents rely on every day and bring greater predictability to our energy costs, all without requiring upfront taxpayer investment.”

Budderfly plans to extend its 10-year track record serving more than 9,000 commercial customer locations to municipalities, tailoring its no-upfront-cost model to each community’s priorities and needs.

Budderfly also is participating in Schneider Electric’s Accelerating Resilient Infrastructure Initiative through its municipal Energy-as-a-Service offering. The initiative brings together nearly 50 industry partners to help U.S. communities finance and deploy resilient energy infrastructure.

Municipal leaders interested in exploring a project as part of the Modernizing American Cities program can contact Budderfly through its website to discuss their energy needs and priorities.
